Europe experienced widespread relief on Monday, as the crisis caused by the announcement of a new 28-point plan for resolving the conflict appeared – briefly – to have been stabilised. A senior US official spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Moscow made its retaliation: another massive barrage of missile and drone strikes on Kyiv.
The Rhythm of Peace Talks and Military Action
The succession of opposing developments captured the bleak nature of the current period. By day, diplomatic battles are waged: optimistic declarations are delivered from multiple capitals. Significant resources is devoted on managing specific proposals. By night, Moscow brutally reminds the world that, for them, war remains the key method for achieving "settlement".
Nighttime Reality
As Russia's attack progressed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was laid bare. Ukraine is capable of detecting rocket firings from across the border, a ability afforded by timely intelligence. From vantage locations, Ukrainian air force fighter jets that had been scrambled to intercept incoming aerial threats flew past – sophisticated military planes delivered to Ukraine by NATO members.
Shortly after, Kyiv's air-defence systems thundered: defensive missiles deployed against a hostile projectile. This was a modern interception technology at work, most likely supplied through Western nations. Every launch shakes the surroundings, causing tremors. The moment of terror quickly becomes sober acceptance: maybe the approaching threat won't strike its target this time, protecting urban areas from ruin and another blackout.
Continuous Dangers
Not long after, a heavy machine gun fired at a unmanned aircraft in the vicinity, part of a rapid response unit – almost certainly imported technology. Sadly, the shots failed to hit the opposing UAV – it continued its flight toward its destination.
With pauses, this carried on until dawn. Kyiv awoke to the early updates: several casualties, destruction and utility failures in many homes as a result of the nocturnal offensive. As customarily, everyone still continued their routines – experiencing conflict. But those full day encapsulated Ukraine's critical military reliance on external assistance – a dependence that European nations are evidently unprepared to substitute in the immediate future.
Failed Diplomacy
The detailed framework from American leadership provoked deep reactions, controversy and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and international summits.
Every new approach from Washington follows the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They stabilise the situation but never actually win the battle. This trend will, undoubtedly, endure.
Tactical Assessments
It is tempting to accuse particular leaders of persistently promoting Moscow's conditions. But that does not seem to be the whole story. US administration works based on a assumption familiar among seasoned negotiators: you cannot secure via talks what you have lost on the battlefield. The American government assumes that it is unfeasible to force Russia to abandon the territory that it already controls in Ukraine's occupied territories.
The issue is that while accepting these circumstances, US leadership does minimal to deter Moscow, through diplomacy or military means, from assuming that the status quo will not change more in its benefit in the near future.
Divergent Views
Therefore, Russian leadership is certain that duration works to their advantage – that Ukraine and its allies are approaching exhaustion. Their motivation to sign a deal that does not give them the largest achievable advantage is virtually nonexistent. There may be numerous efforts to achieve ceasefire, but they will carry on as long as Russia's government remains supremely confident in the result.
On the contrary, Ukraine's government believes that Ukraine can still hold out, gradually sacrificing civilians and areas but averting a complete military breakdown until conditions improve in its benefit.
Existing Situation
Objectively, there are no real preconditions for a armistice. Now, subjective factors are coming into play: personal goals to broker a ceasefire and achieve global acclaim, and the government's twin challenges – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the country's interests against any initiative Kyiv finds unacceptable, so that their attention does not move to internal issues. And although their objective will now be significantly challenging after recent developments, it remains highly unlikely that this will change their overall approach.
These opposing factors are influencing discussions.
Summary and Prospects
It took a mere seven days to terminate the suggested clauses of the most recent proposal. Assertive and inconsistent approach of the matter by Washington, resistance by Ukraine and the other European countries, along with pacifying measures of negotiators, and finally, latest revelations, all achieved their purpose.
While new plans based on established approaches are imminent, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to change the course of events, if they maintain solidarity and improve their protective measures at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the coming months, primarily depend on ongoing international assistance.
